My first thought was “A chance to do a bit of shopping without waiting in line at the checkout.” Only difference is that they seem to be running home with their toilet paper, so the need must be urgent in them.
I also looked at the kids throwing rocks and stones and thought: I am sure that will solve a lot of problems.
But what you see there is what you get, and what society will get a lot more of in the years ahead. Put aside the free money and government cash and all the well-meaning but useless programs: this is water and it is what we have to live in.
Just wear a hard hat when you buying toilet paper.
The kids in the first photo are walking in front of the library. No one is trying to break in there, the locals would probably have little use for whatever they might find inside.
